Good news! My older son's school district will do the learning disabilities screen and IQ test requested. (These were previously done almost 4 years ago, and the doctor wants them done again.) Both times, "By the way, I am a lawyer," was the magic phrase needed to get the process jump started instead of put on the back burner.
